Associated Student Body Constitution

Preamble

We, the students of Royal High School, with equal representation, respect, value and recognition of all students and staff, and for the promotion of good government, good sportsmanship, student activities, and the general welfare of the students of Royal High School.

ARTICLE I.  NAME OF ORGANIZATION/MASCOT & COLORS

Section A.

It is resolved that the name of this organization shall be the Associated Student Body (ASB) of Royal High School.

Section B.

The name of the mascot for all extracurricular activities shall be the Knights.

Section C.

The school colors shall be black, gold (Vegas), and white.

Section D.

The school fight shall be as read:

Fight for your honor,
Knights take the field.
Ready for battle
Brandish the shield.
Strike up the banner
Of black and gold.
For we are the team
Who will fight to the end
To prove that we are bold.
Sound off the trumpets,
Bring on the foe.
Swords edge uplifted,
Strike a mighty foe.
And we’ll carry our emblems,
To victory as we fight the worthy foe.
And we’ll win the game tonight.

ARTICLE II. PURPOSE

The principle purpose of this organization shall be:

Section A.

Unify the students of RHS and promote the general welfare of our school and community.

Section B.

To assist in school management by providing a training ground for developing leadership.

Section C.

Instill a positive school climate and spirit.

Section D.

Promote positive and verified activities and service for our school and students.

Section E.

Provide a forum of student representation, expression and discussion.

ARTICLE III. THE ASB/STUDENT COUNCIL POWERS

Section A.

Help make rules and or guidelines for the betterment of the school, its life, or its interests. For example:

  • Student Council
  • Social Activities
  • Assemblies
  • Preservation of school and personal property

Section B.

Grant charters to clubs and organizations.

Section C.

Investigate and report on matters referred to it by the student body or faculty.

Section D.

Approve all student body financing and spending.

Section E.

The powers of the Council are delegated to it by the principal, who shall have the
power to veto any measure adopted by the council, if he/she feels the measure unreasonable, unsafe, or in violation of the Washington state Code, school Policies, or law.

ARTICLE IV. MEMBERSHIP

Section A.

The student body of Royal High School shall consist of all the students from the ninth, tenth, eleventh, and twelfth grades and the members of the faculty of those grades.

Section B.

The Student Council shall be comprised of five executive members plus class representatives, club representatives, and faculty advisor.

Section C.

The Executive Council shall consist of the following:

  • President
  • Vice President
  • Treasurer
  • Secretary
  • Public Relations

ARTICLE V. DUTIES OF STUDENT COUNCIL MEMBERS

Section A. Duties of the ASB president

  • Enforce the Constitution
  • Veto an issue with reason
  • Receive committee reports
  • Appoint committees
  • Be a representative of RHS at school related community functions.
  • Plans agendas with advisor
  • Controls meetings using Robert's Rules of Order
  • Be a non-voting member at Student Council meetings, except in the event of breaking a tie vote.

Section B. Duties of the ASB Vice President

  • To fulfill the duties of the president in the president’s absence or in case of resignation or incapacity of the president.
  • Assist the president.
  • Be a Parliamentarian that instructs and trains in Robert’s Rules of Order.
  • Maintains flags daily and for ceremonies and assemblies.
  • Maintains order during Student Council Meetings.
  • Performs other assigned duties that might pertain to the office.

Section C. Duties of the ASB Secretary

  • To keep accurate and up-to-date minutes of all regular and special student council and executive meetings.
  • To make copies of the minutes for all members of the Student Council and the faculty office.
  • To supply members with the agenda prior to meetings.
  • Receives reports and replies to ASB related correspondence.
  • Performs other assigned duties that might pertain to the office.

Section D. Duties of the ASB Treasurer

  • Approve all bills authorized by the Student Council.
  • To make financial reports and accounts for all ASB expenditures.
  • Assist with ASB finances.
  • Act as Chair of the ASB Budget Committee.
  • Assist with the ASB Purchase Order (PO) Process.
  • Performs other assigned duties that might pertain to the office.

Section E. Duties of the Public Relations Officer

  • Promote and plan activities.
  • Communicates upcoming activities to the student body through any means possible.
  • Convey news and messages to the Executive Council.
  • Convey news and messages from the Student Council to the media news sources.
  • Performs other assigned duties that might pertain to the office.

ARTICLE VI. ELIGIBILITY/EXPECTATIONS OF STUDENT COUNCIL MEMBERS AND CLASS OFFICERS

Section A.

All ASB Executive Board members must have and maintain a minimum cumulative 3.0 grade point average. All Class Officers and Student Council Members must have and maintain a minimum cumulative 2.5 grade point average.

Section B.

Executive All Student Council members and Class Officers must be full-time students and attend at least six (6) regular classes at RHS. Student Council members must attend at least four (4) regular classes at RHS.

Section C.

Executive Council members and All Student Council members and All Class Officers must be current RHS ASB card holders.

Section D.

ASB Executive Board members are required to enroll in Leadership and Student Council (during Advisory period). All Student Council members must be enrolled in the same Student Council (during Advisory period).

Section E.

While in office, Student Council members and Class Officers cannot be subject to any administrative disciplinary action (behavior or truancy) and adhere to all the codes of student conduct and behavior.

Section F.

Follow all of the drug, alcohol and tobacco policies established by the Royal School District, WIAA, and State of Washington governing participation in extracurricular activities.

Clause 1. Any violation of this section will result in immediate dismissal and disciplinary action by administration.

Section G.

Be responsible for all work missed while gone from class on ASB or class/club business.

Section H.

ASB President and Vice President must be elected as Juniors and finish their term as Seniors. Secretary, Treasurer, and Public Relations officers must end their term in office as either Juniors or Seniors.

Section I.

ASB officers elected should make themselves available for summer training at Leadership Camp and Leadership Class.

Section J.

Executive council members must be enrolled in a leadership class.

Section K.

In the event that a student council member is in violation of section A-I, they will be Issued a warning and given a reasonable deadline to remedy the problem unless stated otherwise. If the problem is not remedied within the determined timeline:

Clause 1. In the event that the president is dismissed, the vice president will assume the role of president. In the case that any executive officer is dismissed, the Executive Council will appoint someone to the vacant position.

Clause 2. In the case that any executive officer is dismissed, the Executive Council will appoint someone to the vacant position.

ARTICLE VII. MEETINGS

Section A.

The Executive Council will meet prior to every Student Council meeting to plan the agenda. All persons must request a place on the agenda at a time. Agendas will be given to all members at least two days prior to the meeting.

Section B.

Main meetings of the ASB will be held monthly held twice a month. The Executive Council claims the power to call emergency executive council meetings or of the full council.

ARTICLE VIII. ASB EXECTUTIVE BOARD ELECTIONS

Section A. Nominations

Clause 1. Any student(s) who wish to run for office must attend a mandatory meeting of interest with ASB Advisor.

Clause 2. All candidates who wish to run for office must meet the eligibility requirements as stated in Article 6.

Clause 3. Any student who wishes to run for an office may do so by filling out a declaration of candidacy.

Clause 4. Candidates who have submitted applications which have been approved by current ASB Executive Board, will be allotted two weeks to campaign.

Section B. Campaign Process

Clause 1. A two week campaign period will begin on the date specified following the mandatory meeting of interest and the approval of all candidates.

Clause 2. Candidates running for ASB Executive Board must verbally address the student body with pre-approved in-person speech or another form of representation at the election assembly. Election assembly will be held the last Friday of the two week campaign period.

Section C. Voting

Clause 1. Voting will be conducted immediately following election assembly.

Clause 2. Student body will be allotted sufficient time following election assembly to vote electronically.

Section D. Election Results

Clause 1. Candidates will be individually notified once results have been verified.

Clause 2. After candidates have accepted elected positions the student body will be notified of the results.

Section E.

All ASB officers’ terms shall be for a twelve-month period beginning the day of inauguration and continuing to the next inauguration.

Section G.

All speeches for the office must be approved by the principal two days before the election.

Section H.

A student may run for only one (1) position each year.

Section I.

All students enrolled in Royal High School, grades 9-11, have the right to vote in the ASB officers’ elections. Middle School students, grade 8, shall also vote.

Section J.

In the case that an ASB Executive Board position remains vacant after elections, the elected members of the ASB Executive Board have the power to appoint someone to that position.

Section K.

Voting for officers will be held between winter break and second semester.

Section L.

In case of emergency, the current Executive Council members have the power to determine the time of the next executive election.

Clause 3. Any student who wishes to run for an office may do so by filling out a declaration of Class Officer candidacy.

Clause 4. Candidates who have submitted applications which have been approved by current ASB Executive Board, will be allotted one week to campaign.

Article X. ASB CLUBS

To be considered an Associated Student Body club, it must have a Staff and/or approved parent advisor and a charter approved by school administration and Student Council. Existing clubs are required to have on file a current club constitution and a current list of club members, signed by all members, before ASB funds will be released.

Section A.

Each club must appoint a representative who will represent the club at all Council meetings, and give a report, if needed.

Section B.

Fundraising procedures must be followed. Fundraising and other activities must be scheduled on the master calendar of the Associated Student Body.

Section C.

All monies need to be deposited daily and accounted for in an Associated Student Body account.

Section D.

Any ASB recognized club is required to have a written constitution and a list signed by all participating students in that club. Both must be submitted to the ASB for approval. The constitution shall not be in conflict with the spirit and intent of the ASB constitution. Activities of such clubs must be supervised by the club’s advisor and are subject to review by the ASB Activities Director.

Section E.

A club shall be automatically disbanded if it violates school policies or if the membership becomes inactive for one year. The club will be put on standby if membership drops below five (5) students. The number of students required is subject to change if a different number is agreed upon by the current year’s student council.

Section F. Formation of a New Club

Clause 1. Prior to Student Council approval students seeking to form a new club must provide ten interested student signatures, a willing, committed and approved staff and/or parent advisor and a constitution.

Clause 2. Representatives of sought new club need to schedule a meeting and present to student council for approval. Upon approval ASB account will provide an account with $500 to start.

Clause 3. Upon approval, new clubs are under a two year probationary period and must adhere to the following guidelines.

  1. Meet monthly and record meeting minutes.
  2. Maintain a minimum of 5 active members.
  3. Allowed a maximum of two fundraisers per school year.
  4. Adhere to all guidelines of all active clubs.

ARTICLE XI. AMENDMENTS

Section A.

A petition for an amendment must be signed by one-third of the student council and presented to the council for approval in the form of an amendment. A copy of the petition shall be presented to the Principal.

Section B.

The amendment must be visibly posted for one week around campus.

Section C.

The Student Council will vote on the amendment with a super majority (60%) needed to pass.
